Cadastral Surveys

Technical, real-estate and multipurpose cadastral survey services for taxation, expropriation, land tenure regularization and utility network management.

According to FIG – the International Federation of Surveyors – the cadastre is defined as "a public inventory of methodically organized data concerning parcels of land within a country or district, based on a survey of their boundaries."

The main purposes of the cadastre are: to guarantee ownership, support government planning, provide parameters for fair taxation / expropriation / easement, and safeguard the social function of land.

Main Types of Cadastre

We can divide the cadastre into three main types: TECHNICAL, REAL-ESTATE and MULTIPURPOSE.

The TECHNICAL CADASTRE involves the survey of utility infrastructure networks such as water, power, sewage, telephony, among others. It also covers:

  • Tree inventories;

  • Utility pole inventories;

  • Urban equipment inventories (signs, kiosks, signage);

  • Interference inventories (roads, pipelines, transmission lines, etc.);

  • Inventories of improvements on rural properties (expropriation);

  • Street inventories;

  • Urban house-numbering inventories;

  • Cadastres for gas distributors (users);

  • Cable TV and internet cadastres (equipment and users).

The REAL-ESTATE CADASTRE aims to identify real-estate units (properties) and collect information concerning the property and its owner/occupant, whether defined by formal or informal boundaries and belonging to the public or private domain, located in rural or urban areas.

Among other functions, the real-estate cadastre is responsible for:

  • Supporting fair taxation;

  • Providing greater profitability in municipal administration and consequent investments in infrastructure and other areas;

  • Based on a database and statistical analysis, supporting the classification of the various classes existing in the municipality.

The MULTIPURPOSE CADASTRE, made up of a spatial reference network, consists of a basic mapping system and a set of files relating the various types of information for each of the territorial units surveyed.

Based on the identification of a property's boundaries together with the owners, this type of survey provides:

  • The exact location of boundaries;

  • Tying the property to the geodetic network of each locality (region, state, country);

  • A link between technical data and the real-estate registry;

  • Guarantee of property rights.

Interview to Complete Cadastral Information

It is at this moment that clear and objective information about the survey is provided to owners/holders, and the relevant data, information and documents are collected.

Field Work Materials

The methodology used, and consequently the work materials, vary according to the characteristics of the services and the client's subsequent use of the products.

Basically, the material can be divided according to its purpose, namely:

  • Cartographic base – used to support field activities, made up of:

Aerial photogrammetric restitution;

  • Orthophoto maps;

  • Block plans, subdivision plans, among others.

  • Information registration – items previously defined by the client to be collected in the field, made up of:

BCI or BIC (individual cadastral bulletin);

  • Cadastral Form.

State of the Art

ESTEIO has the most advanced technology available on the market for field data capture, including:

  • Electronic tape measures (measurement of properties and improvements);

  • Data collectors (PenTops or Penmaps);

  • GPS receivers that allow the collection of previously determined attributes (library) as well as the insertion of images (orthophotos) or vectors (line maps);

  • Digital cameras for recording personal documentation, property and photographic inventory of improvements.

Information Processing

The products resulting from a cadastral survey are prepared in accordance with the Technical Specifications of each service. In general, products resulting from the survey can be of the following types:

  • A set of records arranged in a regular structure that allows for their reorganization, as well as the production of information;

  • Panoramic photos to support expropriation or taxation assessment. This product makes up the BCIs – individual cadastral bulletins, in the case of real-estate cadastre – and the FCs – cadastral forms, in the case of multipurpose technical cadastre;

  • Sketches compiled in a digital graphic environment, facilitating classification and detailed, comprehensive visualization. Itineraries are also developed to accurately support property location;

  • Plans compiled at the most varied scales, aimed at detailing construction projects to be implemented and afterward, supporting appraisals and assessments, easement registrations in notary offices, among others.

  • Design of Urban, Rural and Special Cadastral Information Bulletins in analog format (paper) or for direct use in data collectors (programmed).
